Two HINs required: Primary and Duplicate
Location of Primary HIN:
Discussion:  Boating law enforcement officers must be able to view the Primary HIN easily while approaching a boat’s starboard stern.
1.Boat with transom: starboard outboard side of transom within 2 inches of transom top, gunwale, or hull/deck joint, whichever is lowest.
2.Boat without typical transom: starboard side of hull within 1 foot of stern & within 2 inches of hull-side top, gunwale or hull/deck joint, whichever is lowest.
3.Pontoon boat: on (permanent) crossbeam facing aft within 1 foot of starboard pontoon.
4.Inflatable boat: on the outboard starboard stern area (if alternate location is needed, manufacturer must request a CG Exemption defining the alternate location).
Location of Duplicate HIN:
Discussion:  When the theft of a boat is suspected, law enforcement officials routinely contact the boat manufacturer to determine the Duplicate HIN location, so they can identify the boat’s rightful owner.
1.The Duplicate HIN must be identical to the Primary HIN, and be affixed in an unexposed location on the interior of the boat, or beneath a fitting or hardware item hidden out of view.
Both HINs must be legible and permanently affixed to the boat.  Legible means the entire 12-character HIN can be read at a distance of one foot in normal light without the use of a flashlight.  HINs may be carved, burned, stamped, molded, bonded or otherwise permanently affixed so that any alteration, removal or replacement would be obvious.  Dot-matrix applied HINs are unacceptable.  If a manufacturer stamps the HIN onto a plate, the plate must be secured with both epoxy and rivets/screws.
Each HIN must consist of 12 characters uninterrupted by slashes/hyphens/spaces.  The characters must be at least ¼-inch in height, and must be of the English alphabet and Arabic numbers.  With the exception of the characters “US-“, the country of origin code for the USA, if any information is displayed within 2 inches of the HIN, the information must be separated by borders or must be on a separate label or tag so that it won’t be interpreted as part of the HIN.
